Paddlers, open water swimmers and all members of the public who enjoy being on or beside water for recreation, enjoyment and fun are seeking an equal and fair right of access on all waters in England and Wales, as exists in Scotland.
The Countryside and Rights of Way of Act (2000) established a right to roam on our mountains, moors and heath, however our network of waterways were excluded from the legislation. The right to enjoy these spaces continues to be deeply contested.
With our rivers environments facing greater threats than ever before and our population facing physical and mental wellbeing challenges, change is urgently required to secure our waterways for the next generation; as safe, healthy and welcoming places for responsible recreational activity.
We are asking the respective Governments to review current policy toward access on waters in England and Wales, including consideration of new legislation, to establish a public right for fair, shared sustainable open access on all waters in England and Wales.
